Jasper Kim of the Asia Pacific Research Group tells Steve Evans its because the next generation is put in an environment to be one thing only - the next leader. Plus the Government's attempts to put everything online with its E-Governement programme. Kim Hee Yun, the director general of the Information Sharing Bureau says it allows complaints to be dealt with more effectively.
