What can be done to stem the human tide of migrants from Africa to northern Europe? After a summit in Malta that was at times tense and acrimonious, leaders from both continents have agreed on a package of measures. Among them - the creation by the EU of a fund for Africa, worth just under two billion dollars. It will be spent trying to counter the impact of poverty and conflict now driving migration to Europe. We speak to Caroline Njuki, regional migration coordinator at the Intergovernmental Authority on Development, and economist Roger Bootle.
