Why are there fewer people on the electoral register?
The level of voter registration among younger people is "frightening" but there have been "huge numbers" joining the register since they were allowed to register online, says Lord Hayward.
The election strategist, who is part of the team advising the Conservatives on boundary reform, spoke to Jo Coburn and Labour MP Chuka Umunna about changes to electoral registration.
Lord Hayward defended the changes against claims that they had been rushed through and that they will lead to under-registration in Labour constituencies.
