MPs from the cross-party Education Select Committee have "significant concerns" about Amanda Spielman's suitability and qualifications to replace Sir Michael Wilshaw as the head of the schools inspectorate Ofsted.
Chairman Neil Carmichael said she had "many, many great qualities", but she "did not show a huge amount of understanding and recognition" of the remit for the role.
The Conservative MP told Daily Politics presenter Jo Coburn the committee looked at whether it was confident she would be an outstanding chief inspector, but "it decided unanimously that that was not so".
