An increasing number of drones have had near misses with aeroplanes
People who buy a drone might have to register it and take a safety test in future.
Chris Hammond, British Airline Pilots Association:
"They have to start now, because right now we don't know who owns what, where, when, why, who and how.
"At least if we have a registration system whereby you buy it or your given it, then it's a two way street and we can give you advice.
"The proposal at the moment is for a theory test...you may or may not be called in to do one depending on the size of the thing.
"It's a real learning curve."
