More people could be stuck in hospital because two-thirds of Northamptonshire care home providers are refusing to sign a new agreement with the County Council. Norarch, which represents care home owners in the county, says there wasn't enough consultation on the new agreement and the Council does not pay the homes enough for the people it funds.
