Jeremy Corbyn reads out leaked texts about funding for Surrey County Council, asking if there has been a "special deal" over the Conservative-controlled council dropping plans for a 15% council tax rise.

The prime minister said all councils had been given power to raise money, and "the last thing social care providers needs is another one of Labour's bouncing cheques".
