Cancelled Russia visit 'gross miscalculation'

Ming Campbell: Boris shouldn't be Foreign Secretary if he can't be trusted to go to Moscow.

Lord Campbell expressed doubt that Mr Johnson had the authority to make the decision to cancel the planned Moscow visit himself. He said: "It must have been a decision made at the highest level in government, doubtless with the Prime Minister, and frankly I find it inexplicable."

Speaking to the Westminster Hour's Carolyn Quinn, Lord Campbell said that the decision invited speculation that Mr Johnson "couldn't be trusted" to undertake the visit.

If this were the case, he added, then Mr Johnson should not be Foreign Secretary.
