The United States has confirmed that North Korea test-launched an intercontinental ballistic missile for the first time, representing an escalation of the security threat. The United Nations Security Council are to hold an emergency meeting to discuss the issue. China and Russia issued a joint response urging North Korea to "freeze" its missile and nuclear programmes.
