Can Africa stop foreign ships fishing illegally?
Big ships from China and Europe continue to fish without permission in the Atlantic off the coast of West Africa.
Gambia, which cannot afford naval patrol ships, is considering enlisting the help of private companies to prevent large foreign vessels fishing in its waters without permission.
Beth Lowell, a senior director at marine conservation campaign group Oceana, tells the 大象传媒's Russell Padmore that unlicensed fishing damages the economies of poorer countries.
