American motorcycle firm Harley Davidson announced it will shift some production to outside the US to avoid tariffs. Economist Irwin Stelzer from the Hudson Institute in Washington tells us what the next stage is for a country with many trading advantages - albeit one with a president who has an 'unalterable ignorance of economics'.
