Angry exchanges over banning dangerous dogs
When a dog attacks, who is responsible, owner or beast?
It's a question that prompted heated exchanges when the Minister in charge of the Dangerous Dogs Act was questioned by MPs. Some argued the law was not working, but Lord Gardiner was not prepared to consider any relaxation in the law.
