Rodrigo Duterte's presidential address some years ago promised to send drug dealers in the Philippines to an early grave if they did not give up their trade. Human rights groups say his 'war on drugs' has been vicious - they estimate that more than 12,000 people, accused of being drug dealers or users, have been killed by the police or unofficial militia. So when Mr Duterte joked that he used marijuana to stay awake at official functions, he got a lot of people talking. Manila-based journalist Criselda Yabes explains.
