Paedophile Disclosure system 'not working'

The Sex Offender Disclosure Scheme allows anyone with a concern for the safety of a child to ask if someone is a registered sex offender.
A Nine investigation has found 90% of applications made in recent years were turned down. Mark Cummings was murdered by a paedophile in 2012. His mother told us she thinks the scheme is not working
