The former Vice-President from Scranton, Pennsylvania has announced his candidacy for the White House after much anticipation. The 76-year-old, who has already run twice for the presidency, enters a crowded race for the 2020 Democratic nomination. Professor of Government and Politics at the University of Strathclyde Tom Scotto joins Isabel Fraser to assess Joe Biden鈥檚 career thus far.
