Can former terrorists be safely released?

After two young people involved in rehabilitating former convicts were killed on Friday by a convicted terrorist in the London Bridge attack, debate has raged over national security.

How can a country like Britain, based on the rule of law, ensure that radicalised terrorists can be safely released?
