Why have drivers been stranded at Zimbabwe's border?

Truck drivers reported robberies and water shortages while stranded for days trying to enter Zimbabwe. How did a new toll cause chaos at the border?

Truck drivers were stranded for as long as ten days. They complained about robberies and going without food.
