How did Sheffield's tree felling programme go so badly wrong?

A report says Sheffield Council had showed a "failure of strategic leadership" over their controversial tree felling plan.

Thousands of trees were felled as part of a 拢2.2bn street improvement project, sparking public anger and protests.
