'I've only been to Birmingham once'
A man has been fined three times for driving in the clean air zone (CAZ) in Birmingham - a city he says he has not visited for years.
Tony Tibbitt, 70, was sent three penalty charge notices (PCNs) in 2021 over CAZ non-payment, the third of which he says bailiffs are still pursuing him over.
But he said he was at his then Leicestershire home at the time with wife Lesley, 74, who had just come out of hospital after a series of heart attacks.
Birmingham City Council said it can not comment on individual cases, adding that it "follows the statutory enforcement process".
Mr Tibbitt fears the fines arose because his number plate had been cloned.
