Bird flu has been found at a commercial poultry farm near Bodmin, the Animal and Plant Health Agency said.
All the poultry on the premises are being culled after the discovery of "highly pathogenic avian influenza" (HPAI) H5N1, the agency said.
A 3km (1.9 mile) protection zone and 10km (6.2 mile) surveillance zone was declared around the premises on Sunday.
Anyone who kept poultry or other captive birds in the protection zone had to take biosecurity measures, keep records of visitors, any poultry entering or leaving the site, and any movement of eggs.

TRANSLATION
King Charles has given Prime Minister Sir Keir Starmer and deputy prime minister Angela Rayner a guided tour of Nansledan, his environmentally friendly, sustainable housing project, in a rare joint visit.
The King wanted to show them a project that brings together traditional building materials, sustainable living and training projects.
Building new homes is a priority for the government which has a target of building 1.5 million new homes by 2029.
Before coming to the throne, Charles had been vocal on his views on architecture and other issues, with accusations of meddling.
But as monarch the King has to avoid getting drawn into party politics, something reiterated by the prime minister鈥檚 spokesperson.
Royal sources said Monday's trip to Cornwall was a "joint initiative" between the King and prime minister.
Nansledan, near Newquay, was launched in 2014 as a "human-scale" housing development that drew on the King's environmental principles, providing green spaces, using local materials and training people in building skills.

A detection dog has been deployed to search for signs of rats on some of the Isles of Scilly.
Kuki and her handlers Laura Bambini, of the Royal Society for the Protection of Birds, and Tessa Coledale, from Biosecurity for England, are due to check St Agnes, Gugh and Annet during th to help keep the islands rodent-free.
Last autumn, the Isles of Scilly Wildlife Trust said it had conducted an "intensive incursion response" with the RSPB when probable signs of a mouse had been found on St Agnes.
Mice and rats were previously eradicated from the islands to help protect their nationally significant population of storm petrels.
Ms Coledale said detection was key and using dogs to help was "a new tool in our toolkit".
