China's trade negotiator, Liu He, has said imposing more tariffs is not the solution to the dispute between his country and the United States. Speaking hours before Washington raises duties on two hundred billion dollars worth of Chinese goods, from ten to twenty five percent, Mr Liu called for a rational and candid exchange.
