His identity has been a mystery ever since he was admitted to a Toronto hospital in November 1999 after being violently mugged.
He says he has no memory of who he is. But hospital staff named him Philip Staufen after he blurted out the name during treatment.
However, that name has yet to provide the vital clue to his real identity.
Even Mr Staufen's nationality remains an enigma. Although he speaks with a middle to upper class Yorkshire accent he is also fluent in French, Italian, Latin and Greek.
And no light was shed on the mystery when fingerprints and photograph were circulated around the world via Interpol.
Because Mr Staufen cannot prove he is a Canadian citizen he is prevented from working and so is surviving with the help of supporters and goverment assistance.
To overcome this hurdle Mr Staufen is applying to be given full Canadian citizenship under his assumed name.
Mr Staufen's lawyer Rocco Galati told Today that the move was essential to allow his client to try to get on with living a normal life.
"He is a non-person. He doesn't exist," he said.
"Most people take their identity in the 21st century for granted. But you have to imagine what it is like to not be able to open a bank account or apply for Medicare or anything because you don't exist."
In the meantime, Mr Staufen spends much of his days in a public library in Vancouver reading Shelley and Shakespeare. He enjoys classical music and drinks tea.
