Not Enough Crime?

It's in the safest 2% of places in the country to live, but that, say residents, means Ingleby Barwick misses out on the law enforcement and leisure facilities needed to keep young people out of trouble ... so they pay for their own wardens.

Ingleby Barwick has claimed to be Europe's biggest private housing estate for as long as most people living there, have been living there, and it's population of 20,000 is still growing.

It has less than a third the crime of nearby Norton, and less than a quarter of that in Billingham, but, says local councilor Lee Narroway, that's a double edged sword.

"Antisocial behaviour is our main problem in Ingleby Barwick. We are deprived of any sort of leisure facilities at all up here and we're geographically isolated. The kids, the youth have nothing to do, nowhere to go and there's no buses on. What do they do? Antisocial behaviour's our main problem."

Plans are progressing to build Ingleby Barwick's first park and youth cafe, but for many, the town's one dedicated police officer wasn't enough. Now, every house in Ingleby Barwick pays and extra 拢26 tax a year to the parish council to fund 2 dedicated Council wardens to patrol their streets. That's a total cost of 拢46,000 a year.

"We had no choice, really." Says Cllr Narroway, "It's just not acceptable. We're the only town council in Stockton Borough that has to pay for its own enforcement."
