Cost of Caring


The cost of legal proceedings to take a child into care has risen from £150 to potentially more than £4,000 per case.

After Victoria Climbie's death, social services were criticised for not doing enough to protect the little girl from those who tortured and eventually murdered her.

Eight years on there are concerns that the lessons of her tragic case haven't been learned when it comes to protecting vulnerable children.

Now the worry is that the increase in legal fees will put yet further strain on cash-strapped local authorities, thereby increasing the risk of another Climbie case.

Research by the programme has also found that there is a shortage of child social workers in many Welsh local authorities.

That has lead to fears that councils may struggle with new guidelines designed to help speed up the legal process of taking children into council care.

Eye on Wales talks to people working in the field, as well as to those who may be affected by the changes, to investigate if they are going to have the dramatic impact their critics fear.
