Plan R4, carried out in 1940, landed a mixed force of Allied troops in the Lofoten Islands. The Germans were only three days away, and time was of the essence. Everyone knew the importance of their own jobs. The troops took up their positions, and waited for the supplies and ammunition to reach them. Eventually, the cutter landed the crates containg the ammo, and they were opened. But they did not contain ammunition - they held boiler cleaning equipment. That is the real reason why the Germans had such an easy time - the Allied troops had to leave Norway in a hurry. You can't fight a war with empty weapons!!!!!
