Three landlords from Lincolnshire have been fined a total of £58,000 for breaching housing regulations, according to City of Lincoln Council.

The largest fine, of more than £40,000, was given to a Lincoln man who failed to maintain his two properties on St Catherine's despite being handed an Improvement Notice.

Some of the windows were broken, smoke alarms were missing and the toilets didn't work properly.

In another case, a landlord was fined more than £16,000 when inspectors discovered his house in the Sincil Bank area, with six tenants, had no fire doors and an inadequate fire alarm system.

And in another case, a landlord removed the handle of the front door so his tenant couldn't get in.

The three landlords had a duty of care to protect their tenants and had failed to do so, said City of Lincoln Council.

As well as stealing the stable, the culprits fed the animals food which hadn't been mixed with water to lure them out of the building, meaning the vet had to be called out.

Tasha Bentley, who keeps three horses on the land at North Scarle, near Lincoln, says the thieves drove down one of the back lanes, through a farmer's field and over the electric fence to reach the stables.

"They knew what they were doing," she added.
