Is it time to give the Scottish Parliament more powers?

The body reviewing Scottish devolution says MSPs should be able to set income tax, along with powers over national speed limits, drink-driving laws and airguns legislation. Does the Calman Commision's report herald a new chapter for devolution, or another step towards independence?
