A 大象传媒 Freedom of Information request to police forces across the UK revealed that out of 645 dog theft crimes between January and July last year, only two resulted in prosecutions. Campaigners are arguing that current laws and sentencing are too lenient and don't take account of the suffering caused to stolen pets and their owners.
