A new report says one-in-four anti-social incidents were written off by some police forces last year should have been recorded as crimes.
Her Majesty's Inspectorate of Constabulary says there's a "wide variation" between forces and systems and processes need to be improved.
Policing minister Nick Herbert says recording crime properly is vital if the public are to have confidence in the police and that the varied response of forces to anti-social behaviour is particularly concerning.
