David Cameron is preparing to set out his proposals to speed up the adoption process.

He will set out measures today to speed up the adoption process and to tackle what he says are the "absurd barriers to mixed-race adoption".

The proposals would require councils in England to attach less weight to ethnicity in considering potential parents.

The government says black children in care are three times less likely to be adopted than white children.
