A new report suggests members of the public should be given training on how to address anti-social behaviour and defuse conflict. The RSA, a charity which aims to offer practical solutions to social challenges, says the training could be provided by police officers or community volunteers. It would give us information on how to read a situation - knowing when to walk on by, when to intervene or when to call police.
The RSA says cuts to police budgets have made it more urgent that we get involved.
