Footage has emerged which appears to show Chelsea football fans preventing a black man from boarding a Paris train. In the amateur video, a group of people can be heard singing: "We're racist, we're racist and that's the way we like it."

President of Fifa Sepp Blatter condemned the actions tweeting: "There is no place for racism in football!". And the European football governing body Uefa said it was "appalled" by the incident, adding: "as it occurred away from the stadium it is outside Uefa's remit to act."

The footage has sparked a huge reaction on social media, with many describing the Chelsea fans' behaviour as "deplorable" or "sickening" and calling for further action to stamp out racism in world football.

But aren't the right mechanisms to prevent racism in football already in place? Are they failing - or are they simply insufficient to stamp out what some define as a "racist culture" that is ingrained within the sport?
