South Africa, Balfour, & Education
In 1902 Salisbury retired and Arthur Balfour became Prime Minister. King Edward VII was crowned. The Boer War came to an end - English became the national language though Dutch could still be used in schools and the law courts.

Balfour encouraged by Robert Morant guided an Education Bill through Parliament which changed education for the next 40 years. The Act created 140 Local Education Authorities thereby placing secondary education and technical training under the control of borough and county councils.

ARTHUR JAMES BALFOUR (1848-1930)

  • First Earl of Balfour
  • Prime Minister 1902 to 1905
  • Related to the famous Cecil family through his mother
  • Educated at Eton and Cambridge, he entered Parliament in 1874 as a Conservative and became Private Secretary for Scotland and then Ireland under his uncle, Lord Salisbury
  • Gave his name to the 1902 Education Act
  • Successfully formed the Committee of Imperial Defence but failed to settle the Tariff Reform argument and experienced a landslide defeat in 1905
  • Resigned as Party Leader in 1911
  • Became Foreign Secretary during the First World War
  • The Balfour Declaration in 1917 promised to create a home for Jews in Palestine
