Up to a third of young people now have sex before they turn 16 and Britain has the highest rate of teenage pregnancy in Europe.
Meanwhile the government is currently pushing legislation through parliament that would make all forms of sexual activity involving someone under 16 illegal.
But is that the answer? Should we be preaching abstinence or is it time to encourage a more open attitude and allow teenagers legally to have sex from the age of 14? Or even 12 ?
