Two children were killed and 56 people were injured in an IRA bomb attack in Warrington, Cheshire, in March 1993.
Two bombs, hidden in dustbins, exploded in the Golden Square shopping mall.
Johnathan Ball, three, was in town with his babysitter buying a Mother's Day Card.
Tim Parry, 12, was caught in the full force of the blast and died in hospital five days later.
