Local authorities take the role of guardians for those people without parents or friends who can take on the responsibility.

Expansion plans for a primary school in Deal have been halted after a unanimous council vote.

Deal Parochial Primary School in Gladstone Road was due to double in size, allowing for an extra 210 pupils.

Kent County Council's decision will see building work delayed until 2020.

The decision came as less children are expected to start school than planned, due to delays in housing developments.

Instead councillors will re-look at parking and traffic provision after the initial plans sparked complaints from parents and neighbours about the current "hellish" situation.
