Can you blame an eleven year old for their actions during the riots?

Over the last 48 hours there's been a constant parade of offenders being dealt with by the courts for offences committed during the riots. One of the most striking things is the number of young children being dealt with. The youngest we've seen is an eleven year old girl just out of primary school. She refused to apologise and said her role in the violence made her happy. Another eleven year has been convicted of looting in Essex after stealing from a department store in Romford.

David Cameron has blamed parents who "don't care where these children are or what they're doing" but can an elven year be held responsible for such criminality? Do you think anything can be done to turn their lives round? Or, if they're that evil at eleven, are they a write off?
