David Cameron will call today for a wider debate about the benefits system. He says as it stands, it promotes a "something for nothing" culture, and encourages many people to have children and not work. Cameron is likely to signal that most of his ideas are for after the next general election. Yesterday, he suggested that people under 25 shouldn't receive housing benefit. Today, there's plenty of coverage about child support. The prime minister is expected to say payouts could stop at 3 children.
