IOC lawyer would be 'surprised' if Blatter is arrested

Francois Carrard, legal advisor to the International Olympic Committee, says Sepp Blatter "had his hands tied" at FIFA and would be "surprised" if he is arrested.

A former director-general of the International Olympic Committee has said he'd be "rather surprised" if Fifa President Sepp Blatter is arrested, following the allegations of corruption surrounding world football's governing body.

Francois Carrard, who remains a legal advisor to the IOC, said of the FBI investigation: "I would have thought that if they had something against Blatter, by now they should know. We are talking going back about 20 years, or maybe more. Nothing surprises me any more, so I will not take a bet, but let's say I would be rather surprised - but you never know."

Carrard, who has known Blatter for 30 years, told Phil Williams: "Blatter probably sincerely wants to eradicate corruption, but I think he had to begin with a system which was not the proper system and he went on and tolerated facts which should not have been accepted."

He continued: "If you have a decision-maker in a remote country, taking bribes for a regional event, and that person is simultaneously a member of a Fifa board, in as much as that person has been delegated to you and not freely elected, your hands are pretty tied up."
