Zlatan Ibrahimovic missed a penalty early in the first half but capitalised on an awful error from City's midfielder Fernando to score after Kevin de Bruyne had taken the lead.
French midfielder Adrien Rabiot put PSG back in the lead before Fernandinho equalised in the 72nd minute.
