The Wall Street Crash
1929 was the year of the Wall Street Crash. It was also the year Ramsay MacDonald formed his second administration which had the first all-Labour Cabinet which included, the first woman Cabinet Minister, Margaret Bondfield as Minister of Unemployment.

One answer to the problem of unemployed youths was the creation of training camps to enable them to work as farm labourers in the Colonies.

Arthur Henderson was Foreign Secretary. He chaired a conference in the Hague in 1929 at which it was decided to withdraw allied troops from the Rhineland and give Germany her independence back.

Youth labour for the colonies
Extract from: Labour Emergency Expenditure Committee. 12 April 1929.

"PROPOSAL:

  1. Subject to a contribution of Public Funds towards the cost, the Boy Scouts Association propose to set up and conduct at Kirtling and at Witney two training camps for the purpose of training boys between 15 and 18 years of age , with a view to their migration as farm workers, to the Dominions. The training will include the provision of facilities by which the boys may be come accustomed to the handling of animals and other farm work, and of such other instruction as will be of use to them on arrival overseas.
  2. In the first instance the scheme will be limited, as an experiment, to two successive courses of twelve weeks each for 15 boys at each camp. Boys will not be admitted to the second course unless the Association are satisfied that, notwithstanding the lateness of the season, arrangements can be made for them to be placed in employment overseas on completion of training. The Ministry will reserve discretion to make allowance for absence from training during illness by an extension in individual cases.
  3. The boys selected for training will be scouts recruited in the main from the depressed areas ... Four. It may be necessary for the Ministry to make advances on account of the Exchequer contribution before accounts of expenditure are received.

There is to be set off against running expenses any contributions, in respect of services, made to the Association by the farmers with whom the boys are placed for training, and against travelling and migration expenses any payment by or on behalf of the trainees in respect of such expenses....Travelling and Migration expenses ...Return fare from the trainee's home to place of interview by Dominion representatives... Migration, etc., Cost of medical examination, if actually incurred. Landing money 拢2 Outfits up to a maximum of 拢6 per boy."
