The intention of the EU Banned list is stop the airline from operating in EU airspace, but also to highlight the safety concerns to the traveling EU Citizens.
Travel using an airline on the EU banned list must be avoided as far as reasonably practicable. However if an EU banned airline:
- is either the only viable method of travel
- or presents a lower risk of death or injury than potential alternatives.
Then use is permissible provided a suitable risk assessment is undertaken which takes into account the guidance provided in this document.
What Can Go Wrong?
- Air carriers which appear on the EU banned list have a safety record which is unacceptable to the EU and are potentially a higher risk of accidents.
Legal/大象传媒 Requirements
- Any person working for the 大象传媒 who, as part of a work related activity, is presented with the potential of travelling on an EU banned airline, must be made aware of it. No member of 大象传媒 staff or freelancer will be required to travel on an EU banned airline if they choose not to.
Control Measures
Planning
- When procuring aviation services outside the EU and North America, particularly in developing countries, confirm that travel using a carrier on the EU Banned Airline list is editorially justified.
- Actively consider all other alternative means of transport.
- Check the safety score of the airlines you have identified on the Airline Safety Score Database (using the link on the right hand panel). The higher the score (from 1 to 10) the better the safety record of the airline.
- If a banned airline is the only feasible / viable method of travel, because there are no other options or other modes of transport present a higher risk of death or injury, then wherever practical select the airline with the highest safety score.
- Consideration of the airlines accident history is a key factor, using the Aviation Safety Network.
- Inform 大象传媒 Insurance.
Risk Assessment
- Discuss your Risk Assessment with 大象传媒 Safety. It must include 鈥榯ravel on an EU Banned Airline鈥 as a Hazard.
- The assessment should explain why travel on a banned airline is the most feasible / viable option.
- Record that you used the airline accident history and the Airline Safety Score database to consider the relative risks.
- Formally inform all staff and freelancers travelling of the status of the airline and their right to refuse - email notification is acceptable.
- Record the name of the Senior Departmental Manager who has specifically reviewed the assessment and confirmed the editorial justification for use of the EU banned airline.
Insurance
- 大象传媒 insurance arrangements for staff and freelancers will be unaffected by the use of EU banned airlines whilst travelling on 大象传媒 business as long as this is in accordance with 大象传媒 policies.
- Personal insurance policies may be affected by the use of Banned Airlines. It is important that staff and freelancers, who have their own personal insurance arrangements, check whether they will be affected.
Division Specific Issues
News
- Some departments such as News Gathering and World Service have to deploy staff at short notice or have staff based in regions where EU banned airlines may be the only air travel option. They may make use of a generic risk assessment as well as establish a list of 鈥減referred airlines鈥 in a particular location. However, the normal decision making and planning process must still take place including the assessment of other potential risks.
- Departments using this generic must review and update it to reflect their own specific arrangements.
- Nominated personnel or a responsible manager within these departments must ensure that deployment takes place in accordance with procedures identified in their specific risk assessment.
FAQs/Did You Know?
- Most airlines on EU banned list do not fly in EU airspace and have no future plans of flying in EU airspace! The intention of the EU Commission for placing these airlines on the list is a means of highlighting the safety concerns for the benefit of the Travelling EU Citizens, so they can make an informed choice.
- The EU produces two Banned lists. The first list (Annex A) includes all airlines banned from operating in Europe. The second list (Annex B) includes airlines which are restricted to operating in Europe, under specific conditions. Thelists will be updated regularly and published in the Official Journal of the European Union. Before taking any action based on the information in these lists, all users should ensure they have the latest version.
