He hands the overall winner jersey to the cyclist from the Vatican. He hands the best sprinter jersey to a cyclist from Nigeria. He hands the best young rider jersey to a cyclist from Cyprus. And finally he hands the King of the Mountains jersey to a Croatian cyclist. What logic might explain the mistakes made?
